About Dr. David Lombard

Dr. David Lombard, PhD, is a licensed psychologist with over 30 years of experience in clinical and forensic practice. He specializes in competency-to-stand-trial and sanity evaluations for adult and juvenile courts, and in expert consultation for defense and prosecution attorneys on cases involving criminal responsibility, violence, and homicide. He also conducts child custody and parenting fitness evaluations for family courts.

Dr. Lombard is certified by the Indiana Division of Mental Health and Addiction as a competency evaluator and accepts court appointments and attorney referrals throughout Indiana. He is currently completing refresher training to reintroduce several additional forensic services he has practiced in the past, including violence risk assessments, fitness-for-duty evaluations, independent medical examinations, immigration waiver evaluations, international adoption evaluations, and competency-to-contract evaluations.

Approach

Dr. Lombard's approach to forensic work is built on two commitments that, in his experience, aren't in tension: rigorous, evidence-based method, and genuine respect for everyone a case touches — the defendant whose competency is in question, the family navigating a custody dispute, the court that will rely on his findings. Evaluations follow the APA Ethics Code and the specialty guidelines relevant to each type of referral. He maintains strict separation between forensic and clinical roles and does not provide therapy to any party in a matter he is evaluating.

Outside his forensic practice, Dr. Lombard also serves as a pastor. He mentions this not because it shapes the substance of his evaluations (forensic work is a secular, evidence-based process, and he holds that boundary carefully) but because it's part of why the work matters to him: the people involved in these cases, whether facing serious criminal charges or a custody dispute, are often at one of the hardest points in their lives. He believes thoroughness and compassion aren't a trade-off, and that an evaluation can be exacting and still be conducted with genuine care for the people involved.
